There + singular verb or plural verb:
There is a school near our club.
There are two schools near my house.
Country names + plural verb [Reporting of Sports and Games]:
England have lost the Test series against India.
What clause [subject] + singular verb:
What I need is two English dictionaries.

Group nouns + singular or plurar verb:
The Government is changing its policy.
The Government are changing their policy.
The crowd was/were shouting slogans.

Remember
ANY/NONE OF + PLURAL NOUN = Singular or Plural Verb
